No. Indian nationals can cross to Nepal on any photo-ID — Aadhaar, Voter ID, Driving Licence, or Passport. Carry two copies of the ID, two passport photos, and ₹5,000–₹10,000 cash for exchange. Children below 16 need a school ID or birth certificate plus a parent's ID.
What about foreign nationals (US, EU, UK, etc.)?
